Pokémon and Yahoo! Japan Ban Bulk Card Listings to Stop Scalpers
The Pokémon Company is working with LINE Yahoo, the company behind Yahoo! Auctions and Yahoo! Flea Market in Japan, on new rules to make life harder for scalpers. The rules took effect on October 13, 2026, and go after the way scalpers flip new Pokémon TCG products in bulk.
What changes on Yahoo! Auctions and Yahoo! Flea Market
Under the new rules, sellers in Japan can no longer list:
- Whole cartons: several sealed booster boxes still in their wholesale case.
- Empty booster boxes and empty packs.
- Large quantities of the same product shortly after release. This starts with the 30th Celebration set, one of the most scalped Pokémon releases of the year.
The goal is simple: make it harder to buy up a new release by the case and resell it right away on the biggest marketplaces in Japan.
It is not a ban on selling Pokémon cards
Collectors can still sell single cards and other Pokémon products on both platforms, as long as their listings follow the marketplace rules. The restrictions target bulk flipping of sealed product, not people selling cards from their own collection.
Mercari moved first
Yahoo is not the first Japanese marketplace to step in. Mercari, another big resale platform in Japan, already put temporary restrictions on sealed 30th Celebration products in September.
Why empty boxes and packs are on the list
Empty booster boxes and pack wrappers are of little use to collectors, but they are often used in scams to make resealed or fake products look genuine. With a set as expensive and sought after as the 30th Celebration, that risk is bigger than usual.
What it means outside Japan
For now, nothing changes elsewhere. Marketplaces like eBay have no similar rules, and new Pokémon TCG products are regularly relisted there far above their retail price. With prices for modern and vintage cards climbing, scalping, thefts and even store break-ins have become a recurring problem in the hobby.
